There is a mod for PC players called Obedient Ulfric. You can find it in the Steam Workshop and on Nexus. This mod makes Ulfric a loyal follower with the power of the voice and a candidate for marriage.

To return to the Palace of the Kings after the great battle of Solitude and be brushed aside with “Make it quick, I’m a busy man,” it was a cold blade to the heart. Her fellow Stormcloak soldiers are her brothers and sisters. But she realized Ulfric was never her brother or her friend.

There is a mod I used for awhile called Follower Ulfric that made him a mercenary and you had to pay him 500 gold to get him to follow you. Now one of my characters is married to him through a mod called Obedient Ulfric.
